The Victorian Government has delivered a major reform of the Victorian training system which commenced July 2009 called Securing Jobs for Your Future – Skills for Victoria. This $316 million Government investment will provide for an additional 172,000 training places for Victorians over four years. Government will subsidise training in Victoria in a different way. Government TAFE’s and private training providers will be able to provide Government subsidised training. Individuals will be encouraged to move on to higher levels of learning. Workforce development services will be provided directly to businesses.

For students with existing qualifications at the same level or higher, it will be necessary to pay full fees. Details of these are available from the relevant department.
As at July 1 2009 there are no concessions for students who enrol in Diploma/Advanced Diploma courses. The tuition fees are a maximum of $2,000 per annum depending on the amount of study undertaken by a student. Students are still required to pay materials fees and Student Services and Amenities fees. Income contingent loans are available to assist students and further information is available through the teaching department.
* Concessions
In 2009 concessions will be available for recipients of a Commonwealth Health Card, Pensioner Concession Card or Veterans Gold Card. From July 1 2009 students who enrol in Diploma or Advance Diploma will not be eligible for a concession.

Eligibility Exemptions

A small number of students who are not eligible for a government-subsidised place could be offered a government-subsidised place in a course if the student is:
1. Seeking training in an industry sector or qualification specified by the Victorian Skills Commission as an area of critical skills shortage for exemption purposes* and
2. Unemployed as a result of redundancy or retrenchment; or
3. Disadvantaged in the labour market because of factors that constitute a barrier to employment or re-employment; and
4. Unable to access appropriate alternative funded training; and
5. Sufficient eligibility exemption funds are still available in the calendar year (a limited amount is allocated to each Institute by Skills Victoria).

If granted, this is called an ‘elibility exemption’ and enables the receipient to enrol as a government-subsidised student for total hours up until course completion. (Authorisation may cross multiple years whilst the student continues to be enrolled in the same course with Chisholm Institute). It does not cover tution or other fees, which will be borne by the student, in the same way as all other government-subsidised enrolments.
To apply first contact the course coordinator of the course you wish to apply for. You may also be required to complete the “Age/prior qualification exemption” form.
An authorised Chisholm officer will assess all valid applications and the decision of the responsible officer will be final and no appeal is available.
